About the Constitution
What does this text mean and not mean.
The Explanation to the Free Europe Constitution.
EXPLANATION PER POINT

1. “European” is often used – and misused – as a term. Here it is used strictly, in its limited geographical sense. However, even geographical definitions can sometimes be flexible. It is for this reason that point 2 is so important.
2. “Human development in its richest diversity”. Originally from Wilhelm von Humboldt, the founder of the Berlin University. Quoted as the first lines in “On Liberty” from 1859 by the British philosopher John Stuart Mill, buried in Avignon, France.
3-5. These freedoms underline the basics. It is the constitutional framework.
6. No highway to a European super state.
7. No additional new tax level besides the present national and local taxes.
8. Gives possibilities for national parliaments to delegate power to EU, but not unconditionally.
9. If tax payers’ money in one nation should be transferred to another nation, it is possible to do this via mutual agreements between states. It is not automatically done via a decision by EU.
10. What is good for Europe is also good for the whole world.

GENERAL EXPLANATION

The Constitution for Free Europe lacks any words about the role of the EU Commission, the Parliament and other organs and issues. This is thereby delegated from the constitutional level to the institutional level. It means that it is up to the representatives of the national states to agree upon these things, within the constitutional framework.

This Constitution sets some clear limits for supranational power. But it permits most kinds of cooperation between governments and delegation from governments to specific bodies handling all other areas like foreign policy and defence – these and other issues are not regulated in the text.

This fundamental tract is limited to the most fundamental things. If Europe first gets right with the basics, then it is more likely that Europe will get right later with the rest.

THE RESULT

This Referendline (referendum online) will go on during 2006 and 2007. It will be an open source for everyone to quote and use everytime, everywhere. It will not be handed over at any official ceremony. The result will speak for itself.

This site is a private, positive initiative. It is a contribution to a widening public agenda in Europe. It is independent from parties and organizations. It is the first possibility for all Europeans and their friends worldwide to have a common say about the future path of European affairs. Astonishing, fascinating, and promising. It has not received any support and is not seeking any support from any government or the European commission.

It is based on the belief that democracy works better where the governments are more dependent on the citizens than the citizens on the governments.

Background
The official proposal to a Constitutional Treaty for the European Union was rejected in referenda in France and the Netherlands. It could have opened the way for more centralization to Brussels.

Now
The 27 member governments agreed in Lisbon October 18, 2007 on a new version, called the Reform Treaty, renamed to the Lisbon Treaty - the same content but extremely difficult to read.Why? They wanted to avoid new referenda...
However, Ireland's constitution had to let the people decide, and  the result in June 12, 2008 was NO !
But will the rest of the EU governments take NO for an answer? No...They will likely go on asking the parliaments to ratify the Lisbon Treaty. 
Therefore. Do what you can.  Read Free Europe Constitution - and vote. And tell your friends to do the same.

 - Your initiative is important in that it wants to change the public debate. I think this really has been one of the major problems - the agitation about the EU being in a perpetual motion and about the integration constantly "improved" by every new initiative.
- The ten principles included in your proposal of constitution are a good conceptual guide-line for the course European integration could take. It would be a good "mini-treaty".
